The way I see it, the way someone drags their trucks is totally up to them, unless it becomes unsafe, in which we are all at risk. Personally, when I had my Nissan, the frame and body were the same height, layed on the ground, but I was so scared to drag it on the ground because I had a limited budget, 2 kids, wife, mortgage, etc. I just couldn't afford to be replacing shit underneath my truck. I built pnuematic drag blocks that were flush with the bottom of the frame, and with a flick of a switch, they flipped down to hang 2" below so I could drag those. The basic function of dragging is to gain attention of others, so who cares how it's done. It's really a personal prefference and is noone elses business but the person who is driving that truck or car.
